Cook the Macaroni

Bring a large pot of salted water to a boil. Add the elbow macaroni and cook according to package instructions until al dente. Drain and set aside.

In a saucepan over medium heat, melt the butter. Stir in the flour and cook for about 1 minute until bubbly. Gradually whisk in the milk until smooth. Cook, stirring frequently, until the sauce thickens, about 5-7 minutes.

Remove the saucepan from heat and stir in the cheddar and mozzarella cheeses until melted. Add salt, black pepper, and paprika to taste.
