In a large mixing bowl, whisk together the whole milk, heavy cream, granulated sugar, cocoa powder, vanilla extract, and salt until the sugar and cocoa are fully dissolved.

Cover the bowl with plastic wrap and refrigerate the mixture for at least 2 hours, or until thoroughly chilled.
