Bloom the Gelatin
In a small bowl, sprinkle the gelatin powder over the water and let it sit for about 5 minutes until it becomes soft and spongy.

Heat the Cream Mixture
In a saucepan, combine the heavy cream, whole milk, sugar, and vanilla extract. Heat over medium heat until the mixture is hot but not boiling, stirring frequently.

Dissolve the Gelatin
Remove the saucepan from heat. Add the bloomed gelatin to the hot cream mixture and stir until fully dissolved.

Pour and Chill
Pour the mixture into individual serving cups or ramekins. Allow to cool at room temperature for 10-15 minutes, then refrigerate for at least 4 hours or until set.

Prepare Berry Coulis
While the panna cotta is chilling, prepare the berry coulis by blending fresh or frozen berries (such as strawberries, raspberries, or blueberries) with a little sugar until smooth. Strain if desired to remove seeds.

Serve
Once the panna cotta is set, serve it drizzled with the berry coulis.
