Heat a skillet over medium-high heat. Season the filet mignon generously with salt and black pepper. Add 1 tablespoon of olive oil to the skillet and sear the filet mignon for about 2-3 minutes on each side, until a nice crust forms. Remove from heat and let it rest for 5 minutes.

Using a sharp knife, slice the rested filet mignon as thinly as possible. You can place it in the freezer for about 15 minutes before slicing to make it easier to cut.

Prepare the Dressing
In a small bowl, whisk together the remaining olive oil, lemon juice, and capers. Adjust seasoning with salt and pepper to taste.

On a large plate, arrange the thin slices of filet mignon. Drizzle the dressing over the meat and top with shaved Parmesan cheese and fresh arugula.
