1. Prepare the Batter

Preheat the oven to 350°F (175°C). In a large bowl, mix together the flour, sugar, cocoa powder, baking powder, baking soda, and salt until well combined.

2. Combine Wet Ingredients

Add the eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Mix until just combined.

3. Add Boiling Water

Carefully stir in the boiling water until the batter is smooth. The batter will be thin.

4. Bake

Pour the batter into a greased 9x13 inch baking pan. Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted into the center comes out clean.

5. Make the Frosting

In a saucepan, melt the butter over medium heat. Stir in the heavy cream and bring to a simmer. Remove from heat, then whisk in the powdered sugar until smooth.

6. Frost the Cake

Once the cake has cooled for about 10 minutes, pour the frosting over the top and spread evenly.

7. Serve

Allow the cake to cool completely before slicing and serving.
