In a small bowl, whisk together apple cider vinegar, honey, and salt. Add the sliced radishes and toss to coat. Let sit for at least 15 minutes to marinate.

Fry the Quail
In a large skillet or deep pan, heat vegetable oil over medium-high heat. Dredge marinated quail in all-purpose flour, shaking off excess. Fry quail in the hot oil until golden brown and cooked through, about 4-5 minutes per side. Drain on paper towels.
