Prepare the Batter
In a mixing bowl, combine the all-purpose flour, baking powder, and salt. In another bowl, whisk together the milk and egg until well combined. Gradually add the wet ingredients to the dry ingredients, stirring until just combined; do not overmix.

Cook the Blinis
In a non-stick skillet, melt 1 tablespoon of unsalted butter over medium heat. Pour a small ladleful of the batter into the skillet to form a blini. Cook for about 1-2 minutes, or until bubbles form on the surface. Flip and cook for an additional minute or until golden brown. Repeat with the remaining batter, adding more butter to the skillet as needed.

Prepare the Toppings
While the blinis are cooking, prepare the toppings. Place the creme fraiche in a small bowl. Cut the lemon in half and set aside the juice for serving.

Serve
Stack the cooked blinis on a serving plate. Top each blini with a dollop of creme fraiche and a squeeze of fresh lemon juice. Serve immediately.
