Prepare the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold beer (or sparkling water) until the batter is smooth and free of lumps. Let it rest for about 15 minutes.

Heat the Oil
In a deep frying pan or a heavy-bottomed pot, heat the oil over medium-high heat until it reaches 350°F (175°C).

Coat and Fry the Fish
Dredge each fish fillet in the batter, allowing excess to drip off. Carefully place the battered fish in the hot oil and fry for about 4-6 minutes on each side, or until golden brown and crispy. Remove and drain on paper towels.

Prepare the Potatoes
Peel the potatoes and cut them into thick strips. Rinse them under cold water to remove excess starch.

In a separate pot, heat the oil for frying over medium-high heat until it reaches 350°F (175°C).

Carefully add the potato strips to the hot oil and fry them for about 5-7 minutes, or until they are golden and crispy. Remove and drain on paper towels, then sprinkle with salt.

In a small bowl, combine the mayonnaise, chopped pickles, lemon juice, chopped capers, and chopped dill. Stir until well blended. Refrigerate until ready to serve.
