Prepare the Plantains
Peel the green plantains and cut them into 1-inch thick slices.

Fry the Plantains
Heat vegetable oil in a deep skillet over medium heat. Fry the plantain slices until they are golden and tender, about 4-5 minutes. Remove and drain on paper towels.

Flatten the Plantains
Using a tostonera or the bottom of a flat dish, flatten each fried plantain slice to about 1/2 inch thickness.

Refry the Plantains
Return the flattened plantains to the hot oil and fry again until crispy, about 2-3 minutes. Drain on paper towels and set aside.

Cook the Shrimp Filling
In a skillet, heat olive oil over medium heat. Add minced garlic and diced onion, sautéing until soft. Add diced red bell pepper and shrimp, cooking until shrimp turn pink (about 3-4 minutes). Stir in lime juice, chopped cilantro, salt, and pepper. Cook for an additional minute.

Assemble the Tostones Rellenos
Take each crispy plantain cup and fill it with the shrimp mixture. Serve immediately.
