    In a bowl, combine soy sauce, fish sauce, lime juice, brown sugar, garlic, and ginger. Add the beef sirloin, ensuring it is well coated. Cover and let marinate in the refrigerator for at least 30 minutes.

    In a separate bowl, combine rice wine vinegar with the julienned carrot, cucumber, and shredded red cabbage. Let sit for at least 20 minutes to pickle.
