Cooking Pasta
Boil the Pasta
In a large pot, bring salted water to a boil. Add the penne pasta and cook according to package instructions until al dente, typically about 10-12 minutes.
Drain the Pasta
Once cooked, drain the pasta in a colander and set aside. Do not rinse.
Making the Meat Sauce
Sauté Vegetables
In a large skillet, heat the olive oil over medium heat. Add the chopped onion, minced garlic, diced carrot, and diced celery. Sauté for about 5-7 minutes until the vegetables are softened.
Brown the Meat
Add the ground beef to the skillet. Cook, breaking it apart with a spoon, until browned, about 5-7 minutes.
Add Tomatoes and Seasoning
Stir in the crushed canned tomatoes, tomato paste, red wine, dried oregano, salt, and black pepper. Bring the mixture to a simmer.
Simmer the Sauce
Reduce the heat to low and let the sauce simmer for 20-25 minutes, stirring occasionally, until thickened.
Finishing Touches
Add Peas
During the last 5 minutes of simmering the sauce, stir in the frozen green peas.
Combine Pasta and Sauce
Once the sauce is ready, add the drained penne pasta to the skillet with the meat sauce. Toss to combine everything well.
Serve
Plate the penne bolognese and top with grated Parmesan cheese and chopped fresh basil before serving.
