Base Preparation

Mix Dry Ingredients
In a large mixing bowl, combine the all-purpose flour, baking powder, salt, and sugar. Whisk until well blended.

Set Aside
Cover the batter and let it sit while preparing the filling.
Filling Preparation

Cook the Beef
In a skillet over medium heat, add the ground beef. Cook until browned, breaking it apart with a spatula (about 5-7 minutes). Drain excess fat.

Season and Combine
Stir in the cumin and chili powder, followed by the diced tomatoes. Cook for an additional 5 minutes until heated through.

Mix in Cheese
Remove the skillet from heat and stir in the shredded cheddar cheese until melted. Set aside.

Preheat Oven
Preheat your oven to 375°F (190°C).

Combine Base and Filling
In a greased baking dish, pour half of the batter to cover the bottom. Spread the beef filling evenly over the batter. Pour the remaining batter on top.

Bake in the preheated oven for 25-30 minutes, or until the top is golden brown and a toothpick inserted comes out clean.

Once baked, remove from oven and let cool slightly. Top with sour cream, diced avocado, and chopped cilantro before serving.
