Add Garlic and Peppers
Stir in the minced garlic and diced bell peppers, cooking for an additional 2-3 minutes until the peppers soften.

Brown the Beef
Add the ground beef to the pot. Cook, breaking it apart with a spoon, until browned and no longer pink, about 5-7 minutes.

Add Spices and Tomatoes
Stir in the chili powder, cumin, salt, and black pepper. Mix well, then add the canned diced tomatoes (with juice) and kidney beans. Stir to combine.

Simmer
Bring the mixture to a boil, then reduce the heat to low. Cover and simmer for 20-25 minutes, stirring occasionally.

Prepare the Toppings
While the chili is simmering, prepare your toppings by shredding the cheddar cheese, chopping the green onions, and setting out the sour cream and tortilla chips.

Ladle the chili into bowls and top with shredded cheddar cheese, a dollop of sour cream, and chopped green onions. Serve alongside tortilla chips.
