Soak the dried porcini mushrooms in warm water for about 30 minutes. Drain and chop them, reserving the soaking liquid for later use.

In a large skillet, heat the olive oil over medium heat. Add the chopped onion and garlic, and sauté until the onion is translucent.

Cook the Arborio Rice
Add the Arborio rice to the skillet and stir for 2-3 minutes until the rice is lightly toasted. Pour in the white wine and stir until it is absorbed.

Begin adding the vegetable broth, one ladle at a time, stirring frequently. Wait until the liquid is mostly absorbed before adding the next ladle. After about 15 minutes, add the chopped porcini mushrooms and a little of the reserved soaking liquid.
