Prepare the Cake
Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

Mix Dry Ingredients
In a large bowl, sift together flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Add Boiling Water
Carefully stir in the boiling water until smooth. The batter will be thin.

Bake the Cake
Divide the batter evenly between the prepared cake pans. Bake for 30-35 minutes or until a toothpick inserted in the center comes out clean.

Cool the Cakes
Let the cakes cool in the pans for 10 minutes, then remove from pans and transfer to wire racks to cool completely.

Prepare the Filling
Once the cakes are cooled, spread a layer of hazelnut spread on top of one cake layer. Sprinkle with chopped hazelnuts.

Assemble the Cake
Place the second cake layer on top of the first and spread more hazelnut spread on top. Garnish with additional chopped hazelnuts if desired.
