Method
Prepare the Dough

Mix Dry Ingredients
In a large bowl, combine the all-purpose flour and salt.

Incorporate Butter
Cut the unsalted butter into small pieces and add it to the flour mixture. Use a pastry cutter or your fingers to incorporate until the mixture resembles coarse crumbs.

Chill the Dough
Wrap the dough in plastic wrap and refrigerate for at least 30 minutes.
Make the Beef Filling

Cook the Beef
Add ground beef to the skillet. Cook, breaking it up with a spoon, until browned and cooked through, about 6-8 minutes.

Season the Beef
Stir in cumin, chili powder, salt, and black pepper. Remove from heat and let cool.
Prepare the Tomatillo-Avocado Salsa

Season to Taste
Add salt to taste and mix well. Set aside.
Assemble and Cook Empanadas

Preheat Oven
Preheat your oven to 400°F (200°C).

Roll Out Dough
On a floured surface, roll out the chilled dough to about 1/8 inch thick. Cut out circles using a round cutter or a glass.

Fill Empanadas
Place a spoonful of the beef filling in the center of each dough circle. Fold the dough over to create a half-moon shape and press the edges to seal. You can crimp the edges with a fork for a decorative touch.

Bake Empanadas
Arrange the empanadas on a baking sheet lined with parchment paper. Bake in the preheated oven for 20-25 minutes, or until golden brown.

Plate and Garnish
Serve the empanadas warm with tomatillo-avocado salsa on the side. Garnish with crumbled queso fresco and sliced Fresno pepper.
