Prepare the Chicken
Clean the chicken pieces under running water and pat them dry with paper towels.

Marinate the Chicken
In a large bowl, combine the chicken pieces with soy sauce, minced garlic, bay leaves, and black peppercorns. Mix well and marinate for at least 30 minutes, or overnight in the refrigerator for better flavor.

Sauté the Onions (Optional)
In a large pot, heat a tablespoon of oil over medium heat. Add the sliced onion (if using) and sauté until translucent.

Add the Chicken
Remove the chicken from the marinade (reserve the marinade for later) and add it to the pot. Cook until the chicken is browned on all sides.

Combine Ingredients
Pour in the reserved marinade and add vinegar and water. If using, stir in the sugar and add sliced green chili peppers.

Simmer
Bring the mixture to a boil, then reduce the heat to low. Cover the pot and let it simmer for about 30-40 minutes or until the chicken is tender and cooked through.

Taste and adjust seasoning if necessary. Serve hot with steamed rice.
