    Make the Dough

    In a large mixing bowl, combine the flour and salt. Cut in the butter until the mixture resembles coarse crumbs. Gradually stir in the cold water until the dough begins to come together. Knead gently on a floured surface until smooth. Wrap in plastic wrap and refrigerate for at least 30 minutes.

    Prepare the Filling

    In a skillet over medium heat, heat the olive oil. Add the chopped onion and bell pepper, and sauté until softened. Add the minced garlic and cook for an additional minute. Add the ground beef, cumin, paprika, salt, and black pepper. Cook until the beef is browned and fully cooked. Remove from heat and let it cool.

    Assemble the Empanadas

    Preheat the oven to 375°F (190°C). On a floured surface, roll out the dough to about 1/8 inch thickness. Cut out circles using a large cookie cutter or a glass. Place a small spoonful of the filling in the center of each circle. Fold the dough over to create a half-moon shape, and crimp the edges with a fork to seal. Place on a baking sheet lined with parchment paper.

    Brush the tops of the empanadas with the beaten egg. Bake in the preheated oven for 20-25 minutes or until golden brown. Let cool slightly before serving.
