Brew the Tea
In a small pot, bring water to a boil and add 1 cup of dried blue butterfly pea flowers. Simmer for 5 minutes, then strain to obtain the tea. Allow to cool.

Mix the Drink
In a shaker, combine the cooled blue butterfly pea tea, vodka, pink cactus lemonade, and fresh lemon juice. Shake well to mix all the ingredients.

Serve
Fill a glass with ice and pour the mixture over the ice. Top it off with soda water for a fizzy finish. Garnish with a lemon wedge.
