Peel the onions and slice them into 1/4 inch thick rings. Separate the rings and set them aside.

In a large bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the batter is smooth and has a thick consistency.

Dip and Fry
Working in batches, dip each onion ring into the batter, allowing any excess to drip off. Carefully place the battered rings into the hot oil and fry until golden brown, about 2-3 minutes per side. Remove with a slotted spoon and drain on paper towels.

Combine Ingredients
In a small bowl, mix together the mayonnaise, smoked paprika, horseradish sauce, ketchup, and lemon juice until well combined.
