    In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, garlic powder, and onion powder. Mix well. Gradually add in the cold sparkling water, whisking until smooth and well combined.

    In a deep frying pan or pot, heat the oil over medium-high heat until it reaches 350°F (175°C). You can test the temperature by dropping a small amount of batter into the oil; it should sizzle and rise to the surface.
