Cook the Beef
In a large skillet over medium heat, add the ground beef. Cook until browned, about 5-7 minutes, breaking it apart with a spatula.

Season the Mixture
Stir in the chili powder, cumin, salt, and black pepper. Mix well and cook for another 2 minutes.

Add Tomato Sauce
Pour in the tomato sauce and stir to combine. Let the mixture simmer for 5 minutes, then remove from heat.

Preheat Oven
Preheat your oven to 350°F (175°C).

Fill Tortillas
Take a corn tortilla and spoon about 2-3 tablespoons of the beef mixture in the center. Roll the tortilla tightly, then place it seam-side down in a greased baking dish.

Repeat Filling
Continue filling and rolling the remaining tortillas until all the beef mixture is used.

Top with Cheese
Sprinkle the shredded cheese evenly over the top of the rolled enchiladas.

Garnish and Serve
Remove the enchiladas from the oven and let them cool for a few minutes. Serve topped with sour cream and chopped cilantro.
