Prepare the Mushrooms
Clean the button mushrooms with a damp cloth. Remove any dirt and trim the stems if necessary.

Make the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, and garlic powder. Gradually whisk in the cold water until you achieve a smooth batter.

Heat the Oil
In a deep frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). You can test the oil by dropping a small amount of batter into it; if it bubbles and rises, the oil is ready.

Batter the Mushrooms
Dip each mushroom into the batter, ensuring it is fully coated. Allow any excess batter to drip off.

Fry the Mushrooms
Carefully place the battered mushrooms into the hot oil, frying them in batches to avoid overcrowding. Fry until golden brown, about 3-4 minutes per batch. Use a slotted spoon to remove them and place them on paper towels to drain.

In a medium bowl, combine the mayonnaise, sour cream, buttermilk, dried dill, garlic powder, onion powder, salt, black pepper, and chopped parsley.

Use a whisk to combine all the ingredients until smooth and well blended. Adjust seasoning to taste.
