Make the Dough
In a mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough for about 5-10 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a large bowl, combine ground chicken, chopped carrot, chopped celery, grated ginger, minced garlic, soy sauce, sesame oil, salt, and pepper. Mix well until all ingredients are thoroughly combined.

Assemble the Xiao Long Bao
Divide the rested dough into small balls (about 1 inch in diameter). Roll each ball into a thin circle. Place a spoonful of the filling in the center of each circle. Gather the edges and pleat them together to seal the dumpling.

Steam the Dumplings
Prepare a steamer lined with parchment paper. Arrange dumplings in the steamer, making sure they are not touching. Steam over boiling water for about 15-20 minutes until the dumplings are cooked through.
