    Make the Dough

    In a large bowl, combine the flour and salt. Make a well in the center, then add the eggs and water. Mix until a dough forms.

    Knead the Dough

    Transfer the dough to a floured surface and knead for about 5-7 minutes until smooth and elastic. Cover with a towel and let it rest for 30 minutes.

    Prepare the Filling

    In a bowl, combine ground beef, onion, garlic, salt, black pepper, and parsley. Mix well until thoroughly combined.

    Roll Out the Dough

    Divide the dough into smaller sections. Roll out each section on a floured surface until thin, about 1/8 inch thick.

    Cut and Fill

    Using a round cutter, cut out circles from the dough. Place a small spoonful of filling in the center of each circle. Fold the dough over to create a half-moon shape and pinch the edges to seal.

    Cook the Pel’ Meni

    Bring a large pot of salted water to a boil. Drop the pel’ meni into the boiling water and cook for about 5-7 minutes or until they float to the surface. Remove with a slotted spoon.

    Serve hot with sour cream or your choice of dipping sauce.
