Prepare the Dough
In a mixing bowl, combine all-purpose flour and salt. Gradually add water and mix until a dough forms. Knead the dough on a floured surface for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a bowl, combine ground chicken, green onions, minced garlic, grated ginger, soy sauce, sesame oil, salt, and pepper. Mix well until all ingredients are evenly combined.

Assemble the Dumplings
After the dough has rested, roll it out on a floured surface to about 1/8 inch thickness. Cut out circles using a round cutter or a glass, approximately 3 inches in diameter. Place about 1 tablespoon of filling in the center of each circle. Fold the dough over the filling to create a half-moon shape and pinch the edges to seal tightly.

Cook the Dumplings
Bring a pot of water to a boil. Carefully drop the dumplings into the boiling water and cook for about 5-7 minutes, or until they float to the surface and are cooked through. Remove with a slotted spoon and drain.

In a small bowl, mix together soy sauce, rice vinegar, chili oil, sugar, and sesame seeds. Stir until sugar is dissolved and set aside for serving.
