In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, and salt. Mix well to ensure there are no lumps.

Gradually add cold water to the dry ingredients while stirring gently. The batter should be lumpy. Add ice cubes to keep the batter cold.
