Mix the Dough
In a mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead on a floured surface for about 5 minutes until smooth. Cover the dough with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a large bowl, combine ground pork, chopped green onions, shredded cabbage, minced garlic, minced ginger, soy sauce, sesame oil, and season with salt and pepper to taste. Mix well until all ingredients are thoroughly incorporated.
Assemble Gyoza

Form the Dumplings
Divide the rested dough into small balls, about the size of a golf ball. Roll each ball into a thin circle (about 3 inches in diameter). Place a small spoonful of filling in the center of each circle. Fold the dough over the filling to create a half-moon shape and pinch the edges to seal tightly.

Pan-fry the Gyoza
In a large skillet, heat the vegetable oil over medium heat. Add the gyoza to the skillet, flat side down, and cook until the bottoms are golden brown (about 3-4 minutes). Carefully add water to the skillet (be cautious of splatter), then cover the skillet with a lid and steam the gyoza for about 5-7 minutes or until the water has evaporated.
