    Make the Dough

    In a mixing bowl, combine flour and salt. Cut in butter until mixture resembles coarse crumbs. Stir in egg and water until the dough comes together. Knead for about 5 minutes until smooth. Wrap in plastic wrap and let it rest for 30 minutes.

    Prepare the Filling

    In a skillet over medium heat, sauté the onion and garlic until translucent. Add ground beef or chicken, cumin, salt, and pepper. Cook until the meat is browned. Stir in diced potato and green onions. Cook for another 5-7 minutes or until the potatoes are tender. Allow the filling to cool.

    Form the Empanadas

    Divide the dough into small balls. Roll out each ball into a circle about 4-5 inches in diameter. Place a spoonful of filling in the center. Fold the dough over to form a half-moon shape and pinch the edges to seal. Repeat with remaining dough and filling.

    Cook the Empanadas

    Fry the empanadas in hot oil until golden brown, about 3-4 minutes on each side. Alternatively, you can bake them at 375°F (190°C) for about 20-25 minutes.
