In a medium mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, garlic powder, and paprika. Whisk together until well combined.

Gradually add the cold sparkling water to the dry mixture, stirring gently until a smooth batter forms. The batter should be thick enough to coat the back of a spoon. Set aside.
Prepare the Onions

Slice the Onions
Peel the large onions and slice them into approximately 1/2-inch thick rings. Separate the rings and set them aside.

In a large, heavy-bottomed pot or deep fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).
