Preparation

Cook the Pasta
In a large pot, bring salted water to a boil. Add the elbow macaroni and cook according to package instructions until al dente. Drain and set aside.

Make the Roux
In a large saucepan, melt the unsalted butter over medium heat. Once melted, whisk in the all-purpose flour and cook for about 1-2 minutes until the mixture is bubbly and golden.

Add Milk
Gradually whisk in the milk, stirring constantly to prevent lumps. Continue cooking until the mixture thickens, about 5-7 minutes.

Add Cheeses and Seasonings
Reduce heat to low and add the cheddar cheese and cream cheese, stirring until melted and smooth. Season with salt, black pepper, garlic powder, and mustard powder. Mix well.

Mix Pasta and Sauce
In a large mixing bowl, combine the cooked macaroni and cheese sauce, stirring until the pasta is evenly coated.

Prepare the Topping
In a small bowl, mix the bread crumbs, grated Parmesan cheese, and paprika until well combined.

Assemble
Transfer the macaroni and cheese mixture into a greased 9x13 inch baking dish. Sprinkle the topping evenly over the macaroni.

Bake
Preheat the oven to 350°F (175°C). Bake the macaroni and cheese for 25-30 minutes, or until the top is golden brown and bubbly.
