Mix Dry Ingredients
In a medium mixing bowl, combine the cocoa powder, sugar, milk powder, and salt. Whisk together until fully combined and there are no lumps.
Mix Wet Ingredients
In a separate bowl, mix the vegetable oil, vanilla extract, and water until well blended.
Combine Wet and Dry
Pour the wet mixture into the dry mixture. Stir well with a spatula until the mixture is smooth and all ingredients are well incorporated.
Cooking
Heat Mixture
Transfer the chocolate mixture into a saucepan and heat over low heat. Stir continuously to prevent burning.
Cool Chocolate
