Prepare the Battering Mixture
In a mixing bowl, combine the flour, cornstarch, baking powder, salt, and black pepper. Mix well to ensure all dry ingredients are evenly distributed.

Make the Tempura Batter
Gradually add the cold water to the dry mixture, whisking until the batter is smooth and slightly thick. Set aside the batter for about 10 minutes.

Heat the Oil
In a deep fryer or large pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). You can check the temperature with a thermometer or by dropping a small amount of batter into the oil; it should sizzle and float to the top.

Dip and Fry the Calamari
Taking a few calamari rings at a time, dip them into the tempura batter, ensuring they are fully coated. Carefully lower them into the hot oil, frying in batches to avoid overcrowding. Fry for about 2-3 minutes until golden brown and crispy.

Drain and Season
Using a slotted spoon, remove the fried calamari from the oil and place them on a plate lined with paper towels to drain excess oil. While they are still hot, sprinkle with grated Parmesan cheese.

Serve with Marinara Sauce
Arrange the fried calamari on a serving platter and serve immediately with warm marinara sauce on the side for dipping.
