Make the Dough
In a large bowl, mix the all-purpose flour and salt. Add the butter and mix until crumbly. In a separate bowl, whisk together the egg and water. Gradually add the wet ingredients to the dry ingredients, mixing until a dough forms. Knead the dough for about 5 minutes until smooth. Wrap in plastic wrap and let it rest in the refrigerator for 30 minutes.

Prepare the Filling
In a mixing bowl, combine the cream cheese, grated mozzarella cheese, chopped Biquinho peppers, black pepper, and garlic powder. Mix until well combined. Set aside.

Assemble the Pies
Remove the dough from the refrigerator and roll it out on a floured surface until about 1/8 inch thick. Cut out circles using a pastry cutter or a glass (about 4 inches in diameter). Place a spoonful of the cheese filling in the center of each circle. Fold the dough over to create a half-moon shape and press the edges with a fork to seal.

Fry the Pies
In a deep skillet or frying pan, heat the vegetable oil over medium heat. Once hot, carefully add the pies in batches, making sure not to overcrowd the pan. Fry for about 3-4 minutes on each side, or until golden brown. Remove the pies from the oil and place them on a paper towel-lined plate to drain excess oil.
