Prepare the Batter
In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and pepper. Gradually add the beer or sparkling water while whisking until you achieve a smooth, thick batter.

Batter and Fry the Fish
Dip each fish fillet into the batter, ensuring they are fully coated. Carefully place them in the hot oil, frying in batches. Fry for about 4-5 minutes per side or until golden brown and crispy. Remove and drain on paper towels.

Prepare the Potatoes
Peel and cut the russet potatoes into thick fries. Rinse them in cold water to remove excess starch and pat them dry with a clean towel.

Fry the Chips
In the same oil used for the fish, fry the potato fries in batches until they are golden brown and crispy, about 5-7 minutes. Remove and drain on paper towels, then sprinkle immediately with salt.

Mix the Ingredients
In a small bowl, combine the mayonnaise, chopped dill pickles, capers, lemon juice, and fresh dill. Stir well until all ingredients are mixed. Add salt to taste.
