Method
Preparing the Fish

Make the Batter
In a bowl, mix the flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until smooth.

Heat the Oil
In a deep pot, heat vegetable oil to 350°F (175°C).

Fry the Fish
Dip the halibut fillets in the batter, then carefully place them in the hot oil. Fry until golden brown, about 4-5 minutes per side. Remove and drain on paper towels.
Making the Coleslaw

Combine Ingredients
In a bowl, mix the shredded cabbage, grated carrot, mayonnaise, apple cider vinegar, sugar, salt, and black pepper. Toss until well combined and refrigerate for at least 30 minutes.
Making the Tartar Sauce

Mix the Sauce
In a bowl, combine mayonnaise, dill pickles, capers, lemon juice, and fresh dill. Stir until well blended.
Preparing the Fries

Fry the Potatoes
In the same oil used for the fish, fry the potato fries until golden and crispy, about 5-7 minutes. Remove and drain on paper towels, then season with salt.
Serving

Plate the Dish
Serve the fried halibut with coleslaw, tartar sauce, and crispy fries on the side.
