Prepare the Filling
In a large bowl, combine ground beef, chopped onion, minced garlic, parsley, salt, black pepper, and cayenne pepper. Mix until well combined.

Fill the Dumplings
Take a dumpling wrapper and place about a tablespoon of the beef filling in the center. Moisten the edges with water, fold the wrapper over to form a half-moon shape, and press to seal. Repeat with remaining wrappers and filling.

Make Garlic Yogurt
In a small bowl, mix Greek yogurt with minced garlic and a pinch of salt. Set aside.

Prepare Harissa-Tomato Sauce
In a saucepan, heat olive oil over medium heat. Add harissa paste and tomato sauce, stirring well. Simmer for 5-10 minutes until heated through.

Cook the Dumplings
Bring a large pot of salted water to a boil. Add dumplings and cook for about 5-7 minutes or until they float to the top. Remove with a slotted spoon.

Serve
Serve the dumplings hot, drizzled with harissa-tomato sauce and topped with garlic yogurt and chopped cilantro.
