    Prepare the Saffron Rice

    In a small bowl, steep the saffron in 2 tablespoons of hot water for about 10 minutes. Cook the rice according to package instructions and mix in the saffron water, fluffing with a fork.

    Make the Fritter Mixture

    In a large mixing bowl, combine the mashed potatoes, saffron rice, kasseri cheese, eggs, flour, salt, black pepper, and chopped dill. Mix until well combined.

    Shape the Fritters

    Using your hands, shape the mixture into small patties or fritters, about 2-3 inches in diameter.

    Fry the Fritters

    In a large skillet or frying pan, heat the oil over medium heat. Fry the fritters in batches until golden brown and crispy on both sides, about 3-4 minutes per side. Remove and drain on paper towels.

    Serve the saffron rice fritters hot with a side of chili-yogurt sauce for dipping.
