In a large bowl, mix the flour, cornstarch, garlic powder, cayenne pepper, salt, and black pepper. Gradually add water to form a smooth batter. Toss the cauliflower florets in the batter until well coated.

Fry the Cauliflower
Heat vegetable oil in a deep skillet over medium-high heat. Once the oil is hot, carefully add the battered cauliflower florets in batches. Fry until golden brown and crispy, about 4-5 minutes. Remove and drain on paper towels.

In a small bowl, whisk together lime juice, olive oil, diced jalapeños, and a pinch of salt to create the jalapeño-lime vinaigrette.

Assemble the Tacos
Warm the corn tortillas in a dry skillet. Place a few pieces of the fried cauliflower in each tortilla, top with crumbled goat cheese, pickled onions, and drizzle with jalapeño-lime vinaigrette. Serve immediately.
