1. Prepare the Beef

Wrap the prime beef tenderloin tightly in plastic wrap and place it in the freezer for about 30 minutes until it's firm, but not frozen solid. This will make it easier to slice thinly.

2. Slice the Beef

Using a sharp knife, slice the beef as thinly as possible (about 1/8 inch thick). Arrange the slices on a large plate or platter, slightly overlapping them.

3. Make the Dressing

In a small bowl, whisk together the olive oil, lemon juice, salt, and black pepper to create a dressing.

4. Assemble the Carpaccio

Drizzle the dressing over the beef slices. Scatter the capers and arugula on top, and finish with shaved Parmesan cheese.
