Mix Dry Ingredients
In a large mixing bowl, combine the all-purpose flour and salt.

Add Butter
Cut the cold unsalted butter into small cubes and add it to the flour mixture. Using a pastry cutter or your fingers, rub the butter into the flour until the mixture resembles coarse crumbs.

Add Ice Water
Gradually add the ice water, one tablespoon at a time, mixing with a fork until the dough comes together. Do not overmix.

Chill the Dough
Wrap the dough in plastic wrap and refrigerate for at least 30 minutes.

Add Spices
Stir in the cumin powder, coriander powder, garam masala, and salt. Cook for another 2-3 minutes until the spices are well combined with the vegetables.

Combine with Potatoes
In a large bowl, combine the sautéed vegetables with the mashed potatoes. Mix well and let it cool.
Assembly and Cooking

Roll Out Pastry
Remove the chilled dough from the refrigerator and divide it into equal portions. Roll out each portion on a floured surface to about 1/8 inch thick.

Fill Patties
Cut out circles from the rolled dough using a cookie cutter or a glass. Place a tablespoon of the vegetable filling in the center of each circle. Fold the dough over to create a half-moon shape and seal the edges by pressing them together or using a fork.

Fry Patties
In a deep pan, heat the oil over medium heat. Fry the patties in batches until golden brown and crispy, about 3-4 minutes on each side. Remove and drain on paper towels.

Serve the vegetable patties hot with your favorite chutney or sauce.
