Make the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough for about 5-7 minutes until it's smooth and elastic. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a separate bowl, mix together the ground pork, chopped green onions, minced garlic, grated ginger, soy sauce, sesame oil, and pepper. Stir until well combined. Set aside.

Shape the Dumplings
Divide the rested dough into small balls about the size of a golf ball. Roll each ball into a thin circle about 3 inches in diameter. Place a small spoonful of filling in the center of each circle. Fold the dough over the filling to create a half-moon shape, and pinch the edges to seal tightly.

Fry the Dumplings
In a large skillet, heat the vegetable oil over medium-high heat. Once hot, add the dumplings in batches, making sure not to overcrowd the pan. Fry for about 2-3 minutes or until the bottoms are golden brown. Add a splash of water (about 1/4 cup) to the pan and cover immediately to steam the dumplings for about 5 minutes. Once done, uncover and continue frying for another minute until the water evaporates and the bottoms are crispy.
