    Clean the Fish

    Clean the whole fish thoroughly, removing any scales or innards. Rinse under cold water and pat dry with paper towels.

    Marinate the Fish

    In a bowl, season the fish with salt, black pepper, and lemon or lime juice. Ensure the seasoning is evenly distributed. Allow the fish to marinate for at least 30 minutes.

Cooking

    Sauté Vegetables

    In a large skillet or pot, heat vegetable oil over medium heat. Add the sliced onion, bell pepper, and carrot. Sauté for about 5 minutes until they are slightly softened.

    Add Garlic and Scallions

    Stir in the minced garlic and chopped scallions, cooking for an additional 2 minutes until fragrant.

    Prepare the Sauce

    Pour in the tomato sauce and water, then add the soy sauce, brown sugar, and thyme. Stir well to combine all ingredients.

    Cook the Fish

    Gently place the marinated fish into the sauce. Cover and simmer on low heat for about 20 minutes, basting the fish with the sauce occasionally.

    Check for Doneness

    After 20 minutes, check if the fish is cooked through and flakes easily with a fork. If not, continue to simmer for an additional 5-10 minutes.
