    In a large bowl, mix together the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the batter is smooth and has a slightly thick consistency.

    In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). You can check the temperature using a kitchen thermometer.

    Batter and Fry the Cod

    Dredge each cod fillet in the batter, allowing any excess to drip off. Carefully place the battered cod into the hot oil and fry for about 4-5 minutes on each side or until golden brown and cooked through. Remove and drain on paper towels.

    Peel the russet potatoes and cut them into thick fries. Rinse them under cold water to remove excess starch, then pat them dry with paper towels.

    Carefully add the fries to the hot oil in batches, frying them for about 5-7 minutes until they are golden brown and crispy. Remove and drain on paper towels, then sprinkle with salt.

Tartar Sauce

    In a bowl, combine the mayonnaise, finely chopped dill pickle, capers, fresh lemon juice, salt, and black pepper. Stir until well mixed.

    Cover the tartar sauce and refrigerate for at least 30 minutes to allow the flavors to meld.
