Method
Prepare the Risotto

Toast the Rice
Add Arborio rice to the saucepan, stirring to coat it in the oil and toasting for about 2 minutes.

Add Wine and Broth
Pour in the white wine and stir until absorbed. Then, gradually add the broth, one ladle at a time, stirring frequently until the liquid is absorbed before adding more. Continue this for about 18-20 minutes until the rice is creamy and al dente.

Finish the Risotto
Stir in the Parmesan cheese, butter, salt, and pepper. Remove from heat and keep warm.
Prepare the Sautéed Swiss Chard

Blend and Siphon
In a blender, combine cooked potatoes, heavy cream, hazelnut oil, salt, and pepper. Blend until smooth. Transfer to a siphon and charge with gas according to the siphon manufacturer's instructions.
Cook the Striped Bass

Prepare the Fish
Season the striped bass fillets with olive oil, salt, and pepper.

Sear the Fish
In a non-stick skillet, heat 2 tablespoons of olive oil over medium-high heat. Add the fillets, skin-side down, and cook for about 4-5 minutes until the skin is crispy. Flip and cook for an additional 3-4 minutes until cooked through.
Plate the Dish

Assemble the Plate
On each plate, place a scoop of risotto, a serving of sautéed Swiss chard, and a generous dollop of potato siphon. Top with the seared striped bass and garnish with chopped hazelnuts.
