Prepare the Aioli
In a mixing bowl, combine mayonnaise, prepared horseradish, lemon juice, garlic powder, salt, and black pepper. Mix well until smooth and creamy. Adjust seasoning to taste.

Make the Dough
In a large bowl, dissolve sugar in warm water. Add yeast and let it sit for 5 minutes until frothy. Mix in flour, salt, and melted butter. Knead the dough for about 5-10 minutes until smooth.

Let the Dough Rise
Place the dough in a greased bowl, cover with a damp cloth, and let it rise in a warm place for about 1 hour, or until doubled in size.

Shape and Bake the Rolls
Preheat the oven to 375°F. Punch down the risen dough and shape it into rolls. Place on a baking sheet and let them rise for another 30 minutes. Bake for 15-20 minutes until golden brown.
