Prepare and cook potatoes
Place peeled and chunked potatoes in a large pot and cover with cold water by about 1 inch. Add 1 tablespoon salt to the water. Bring to a boil over high heat, then reduce to a simmer and cook until potatoes are fork-tender, about 15–20 minutes depending on chunk size.

Warm dairy
While potatoes cook, combine the milk and heavy cream in a small saucepan and warm gently over low heat until just steaming (do not boil). Keeping dairy warm helps the potatoes absorb it without cooling down the mash.

Add warmed dairy and mix
Pour in the warmed milk and cream a little at a time while stirring with a wooden spoon or spatula until you reach a creamy consistency. You may not need all the dairy; stop when the mash is smooth and spreadable.

Fold in white cheddar
Add the finely grated white cheddar cheese in two additions, folding gently until melted and fully incorporated. Work while the potatoes are hot so the cheese melts completely. Taste and adjust seasoning.

Stir in 1 teaspoon salt, 1 teaspoon freshly ground black pepper, and 1/2 teaspoon garlic powder (if using). Taste and adjust salt and pepper as needed.

Transfer mashed potatoes to a serving bowl. If desired, dot with a little extra butter on top and sprinkle with chopped fresh chives or green onions. Serve immediately while hot.
