    Prepare the Saffron

    In a small bowl, soak the saffron threads in 2 tablespoons of warm broth for about 10 minutes to release their color and flavor.

    Cook the Aromatics

    In a large paella pan or skillet, heat the olive oil over medium heat. Add the diced onion and cook until translucent, about 5 minutes. Add the minced garlic and diced bell pepper, and sauté for another 3-4 minutes.

    Add the Rice and Spices

    Stir in the Bomba or Arborio rice, paprika, salt, and black pepper. Cook for 2 minutes, stirring frequently to coat the rice with the oil and spices.

    Add the Broth and Saffron

    Pour in the chicken or vegetable broth and the saffron mixture. Stir well and bring to a simmer. Do not stir after this point.

    Add Vegetables

    Add the diced tomato and frozen green peas evenly on top of the rice. Let it simmer uncovered for about 15 minutes, or until the rice absorbs the liquid.

    Add the Shrimp

    Arrange the shrimp on top of the rice, pressing them down slightly into the mixture. Cover the pan with a clean kitchen towel or lid and cook for another 5-7 minutes, or until the shrimp are pink and cooked through.

    Rest and Serve

    Remove the pan from heat and let it rest for 5 minutes. Serve with lemon wedges on the side.
