Peel the large onions and slice them into 1/4 inch thick rings. Separate the rings and set them aside.
Make the Batter

In a large mixing bowl, whisk together 1 cup of all-purpose flour, 1 cup of cornstarch, 1 tsp of baking powder, 1 tsp of salt, 1 tsp of black pepper, and 1 tsp of garlic powder until well mixed.

Gradually add 1 cup of cold water to the dry ingredients while whisking. Mix until the batter is smooth and has a slightly thick consistency.
