Soak the Salt Cod
Rinse the dried salt cod under cold water to remove excess salt. Place it in a large bowl and cover with cold water. Soak for at least 24 hours, changing the water several times.

Prepare the Vegetables
Chop the onion, red bell pepper, and garlic cloves finely. If using fresh tomatoes, chop them as well.

Cook the Vegetables
In a large skillet, heat the olive oil over medium heat. Add the chopped onion and red bell pepper, sautéing until they are soft and translucent, about 5-7 minutes. Stir in the minced garlic and cook for an additional 1-2 minutes until fragrant.

Add Tomatoes and Seasoning
Add the chopped tomatoes, bay leaves, paprika, salt, and pepper to the skillet. Stir well and let it simmer for about 10 minutes, allowing the flavors to meld together.

Incorporate the Cod
Once the cod has soaked, drain and rinse it again. Cut the cod into chunks and add it to the skillet with the vegetable mixture. Stir to combine.

Simmer the Dish
Cover the skillet and let the dish simmer on low heat for about 30-40 minutes, occasionally stirring gently. The cod should be tender and infused with the flavors of the sauce.
Serving

Garnish and Serve
Before serving, remove the bay leaves and sprinkle fresh parsley on top. Serve hot with crusty bread or over rice.
